I agree that sacrificing Ashley on Virmire makes the most sense, but this is a dumb argument for why. 
It makes sense to send Ashley, the consummate soldier, with Kirrahe’s diversion team, leaving Kaidan the tech guy with the bomb by process of elimination (and also because duh, tech guy).
It makes sense later to help Kaidan with the bomb rather than Ashley with the AA tower skirmish, because making sure the bomb detonates is the point of the mission and therefore should be Shepard’s highest priority. 
There you go. No “who’s worth more as an asset”-type speculation necessary.
